Release notes

Fixing issues with action links/some regions/zones still rendering when empty.

Removed from omega tools the block generation, and moved it into theme settings in the omega subtheme.
Now in your theme settings under grid overlay/debugging, there is an option to render the placeholder blocks.
This feature is turned on by default.
