In login form Compact Forms work well. But in Exposed Filters (may be in other forms) is style not working properly. Tried in Vigilianty, Basic and Garland theme. In all mentioned themes, label is moved up, than it should.

Tried in Chrome, FF, Opera... in all are labels moved up, but by different amount...
