Hi, I'm opening the issue as asked over the IRC.

The http://drupal.org/project/core_library module aims to reduce bandwidth consumption by aggregating CSS and JS more aggressively that the core. It reduces HTTP requests I/O and file system I/O also because it removes the file presence checks when it's configured to.

I still didn't look at your module, but it seems that we have some common goals and maybe some overlapping functionnalities.

I'll start by looking at your code, the discussion is now open.

I just opened #1048316: [meta] CSS and Javascript aggregation improvement in your queue too! I read the project description for core_library but haven't reviewed the code yet either.
