Perhaps this is a silly suggestion and obviously I don't want to upset anyone, but would it make sense for the phone (CCK) and cck_phone projects to be merged as one D7 phone field project?

The developers of each clearly have a high level of understanding of the complex world of telephone numbers and how they are used.

From an outsider's point of view it looks like some effort is duplicated.

Additionally, Google's libphonenumber project provides validation and formatting routines for all number ranges and types in 228+ countries and could be easily integrated into Drupal.

The libphonenumber code is available in Java, C++, Javascript, C#, Python, PHP and others, or you could just use the metadata file and parse that with your own code.
