This issue occurs with Secure Pages Hijack Prevention version 6.x-1.6 enabled.

When the user logs in and has new Terms and Conditions to agree to, once they accept the terms and continue, this triggers a "Session hijack attempt detected for user" error from Hijack Prevention. This kicks the user off and requires them to log in again.
