I am curious to know in what ways this module is different from the Page Title module.

Isn't this a duplication of effort? Or, am I missing something?

When this module was written it was written for an in-house project at my former company because page title was not capable of doing some of the things we required and we didn't have time to ask for modifications, It is possible that page title can do all these things now but couldn't when the module was written about a year ago, it's taken that long to get cvs approved and get the module posted.

Essentially this module binds a Page Title to a path. It's a neat solution for pages which are not things with ID's (nodes, terms, users) such as Panels and Views.

It might be worth expanding on the this difference on the Project Page. The Page Title module I maintain handles binding Page Title's onto specific entities, however it becomes difficult for my module when the entity ID (User ID, Node ID, Term ID, etc) are not in expected parts of the URL (eg a Page Panel or View Page with arguments in known parts of the URL). This is something I need to find an elegant solution for.

I like the idea of being able to set the title of a Panels page. As it is now, if you set a Panels page title in the Panels interface, the title display within the content area is mandatory. I want to set the head title for SEO purposes, but NOT have it display in the body area. Sometimes.

However, I'm using D7 and can't find any interface to this module, and there's no readme file.

As yourself and @dreamleaf have pointed out, its something of a glaring omission. I will fix that. I think @dreamleaf answered your question of how to make it work in the meantime though - if not please let me know :)
