This is related to #661094: Permission for context module. Just like it'd be great to have non-admins create and edit contents, it'd be great if they could use the Context Editor provided by this module without "administer site configuration" enabled.
Assuming #661094: Permission for context module is accepted and the permission is added, could we change this module's references to "administer site configuration" to "create contexts"?
