Cannot Assign Transitions "Please give the author permission to go from (creation) to at least one state!" [#1051304]

I've setup transitions in the past but all of the sudden I am receiving this message every time I try to setup transitions for a new workfow.

"Please give the author permission to go from (creation) to at least one state!"

I've tried setting the author to allow the first state of the workflow, and even tried setting it so the author can set to all the states. But everything I try doesn't work.

Does anyone know what may conflict with the workflow module to make this occur? Are there any specific permissions that would make this occur?

Nevermind. I deleted the workflow and started over and for some reason the workflow is working.

This occurs with workflow #2. You delete that workflow and add a new one, it's #3 and the problem doesn't happen.

I have the same problem with the current Workflow 7.x-1.0 and 7.x-1.x-dev.
I have just added two new workflows and I get the message "Please give the author permission to go from (creation) to at least one state!" when trying to save the state-permissions.

Just deleted some workflows and created a new one and now is everything OK again, strange...
