Convert Photoshop graphics to Drupal template

Hi,

I am helping an NGO put up their website. A friend of mine has developed all the graphics in Photoshop and I need someone to convert that into a Drupal template.

There is a very limited budget available, so if anyone can help us out, please respond to this post.
