Presently, toolbars are created at admin/build/toolbar but assigned to user roles at admin/settings/toolbar. Worse, there is no link at either page to the other page, so finding one does not even hint at the fact that the other exists, unless you click the help link on the page—which only some people are going to do.

It would be ideal for this content to be located at a single page, with a tabbed interface or similar for swapping between toolbar creation and role assignment.
