Merging settings into 1 conditional rules fieldset

As per this discussion with quicksketch I removing the "Conditional Rules(Same Page)" fieldset altogether. The select components on the same page will be added to original Conditional Rules->Component setting.

The only function difference is that you will not be able have 1 component be dependent on both a previous page component AND current page component, which was probably a bad idea anyways.

It will also make it easier eventually when I or some else merges this module with Webform.

This is just in the dev version now.
