I tried installing CAS version 5.x-1.0 on a fresh 5.0-rc1 drupal installation with libphpcas 0.4.23-1.
The module activates without problem, but I can't get to the configuration screen. The documentation talks about the /admin/settings/cas page, while I see /admin/user/cas in the code; but both don't work.

Fixed by upgrading to HEAD.
