Drupal.jsEnabled no longer available

This really should be against the 7.x-dev branch, but that wasn't an option in the version drop down.

I don't think that Drupal.jsEnabled is available any longer. When I do an egrep through Drupal core, I don't find any occurrences of jsEnabled, which used to be in drupal.js.

This means the if statement should be removed from around the code block in better_messages.js
