"The plugin definition of panels_layouts cannot locate schema panels_layout."

I think this issue was supposed to be fixed between 3.7 and 3.8, but it still exists in 3.9.

There's a few duplicate (closed!) posts

This error is dispalyed from ctools\includes\export-ui.inc, there's a comment there "This is a HACK but it should work".

Interesting, anybody can explain if there's something we should do, or can just ignore?

As noted in #3, there are a number of posts about this, but most of them are really old, and one says that the error is harmless and doesn't matter.
First of all, I'd like to know if this still happens to anyway with a recent Ctools version? Second of all, does it actually cause any problems?
