Min word count = 0 has no effect because body is always required

Even when the “Minimum word count” for a node type is set to 0, the body field is still required. That means, it’s not even possible to submit a node without body text. This may be necessary in combination with other modules (for example CCK with lots of custom fields but no actual body).
