Currently Looking for an experienced Drupal developer, for multiple sites /projects.
Candidate required to show great knowledge in Drupal CMS, backed with references, preferably contributor in Drupal community such as modules etc. will be a plus.
initiative; capable of discussing requirements and given task and offer improvement or suggestions.
Communication; audio or chat, and to be available at least 1 hour daily, strong communication and understanding is requested.
CSS & able to convert PSD into Drupal theme is required.
theme knowledge such as Zen is required and graphic design will be a plus.

So true. I imagine you can get a "professional" or a "$7" person. I can't imagine they are ever the same person though.
Do not Trust Just the Money Earned
The local money value that matters the most. You can buy in certain parts of the world the $12.00 pizza for just $ 1.00. His rate may be acceptable by a developer in certain geographical locations. These two categories "earn high spend high" and "earn less spend less" practically are same. I prefer the latter for some reason.

Charity work
I think your offer is as good as some body doing some charity work for you , So if anybody is interested in doing charity work than you can go ahead
Give the guy a break
He is from Jordan, where the GDP per capita is less than $4k. If you're asking for western market rates for a freelancer ($50-$75/hour), you would be making a year's wages in just a few dozen hours for the average Jordan.
It would be very difficult for him to pull a competitive website in this global economy at that rate, but if $7/hour would mean the margin between profitability and debt, it doesn't hurt to try to get someone at that rate.
