create a warning when jquery.jeditable.mini.js is missing [#1058724]

just enabling the module makes collapsible fieldsets not working
aftetr disabling they work again

had forgotten to put
jquery.jeditable.mini.js file in module's folder
there was no complain/warning so I forgot to include it

One should always read the README.txt when installing any module. The instructions for installing the plugin are available there.
