FixMyStreet API support requires the open311 module. That hasn't been released yet.

The dependency is optional. The current FixMyStreet implementation supports the HTTP POST API of FixMyStreet.com. See http://fixmystreet.org.nz/import

A release for Open311 will be happen soon.
