Site maintenance page not getting jquery_update script

Kind of related to #744188: Doesn't replace maintenance page script but not quite.

In my case I am looking to have jQuery 1.3.2 on the site maintenance page (the one that is triggered when you place the site in 'off-line mode'). The DB is still accessible etc, and when logged in and browsing the site, jQuery 1.3.2 is on those pages.

At the moment, core jQuery 1.2.6 only is being added to the site maintenance page.

Anyone with any ideas on this?
