The VBO "Choose an Operation" dropdown list is empty by default because none of the operations are selected in the VBO views. It would be better is some operations were pre-selected for users who are unaware that they have to edit the views.
Workaround:
1. Go to: /admin/build/views/edit/signup_status_user_vbo_admin
2. Find:
Basic settings
Style: Bulk Operations [*]
3. Click the settings icon (the [*] )
4. Scroll down and select the desired actions.
5. Click: [Update]
6. Click: [Save]

agileadamI guess this is Step 3 in the README.txt file. It should be a little more clear, in my opinion.
Maybe just clearly explain this part "You can also edit the View style options so that there are other operations in the list including canceling a Signup."

DrewMathers commentedREADME step 3 seems to imply that there are already some default items in the list, which there are not. I think for ease of use there should be.
