The present editor in Drupal is OK but could it also be used as an HTML Editor. I am aware of the HTML tags content formatting under comfiguration.
What can I do with the present editor in Drupal 7?

CKEditor is not free.... I went to its web page and for single user is around $400. I would be nice of it was free.

I think you're
I think you're misunderstanding the licensing.
You are free to use it so long as you don't charge for a software distribution that utilizes CKEditor, (as well as some other conditions).
As long as you are using it for your own personal use and not trying to make money off its distribution, you shouldn't have any troubles, hence, the reason CKEditor module exists.

Do not need to pay
You do not need to pay to use it on your web site.
You have to pay in a very specifc case where you create a commercial component which is not GPL, which is forbiddem by drupal licence, so you can use as you want in a drupal site.
