Related to the discussion at http://drupal.org/node/104763. This was always an issue and this text is needed even post-string freeze IMHO to make it clearer when the welcome message will disappear.

This patch changes it to say "This message will disappear once you have promoted a post to the front page."

Another option is...
"This message will disappear once you have published a post and promoted it to the front page."

It's likely waaaay too late to massively overhaul that Welcome message, eh? Would be great to get this minor change in, as it is completely accurate. Since I always edit content workflow before posting, that was always the case for me.
