In the workflow view, selecting no state from the dropdown finds 0 no state items. But there many no state nodes within that filter category. I tried adding another no state field but it also found 0 no state records.

I could use some more information, what are the configurations you're using for the workflow and view? Do you have a copy of the SQL views is creating?

This is already discussed (and fixed for 7.x-2.x ) in #1021126: 'Workflow: state' Views Filter doesn't filter on Has no state/Has a state.
