Move calendar first day setting

Here is a patch that moves the 'First day of week' setting out of the archive module. This makes the setting more findable and removes the necessity of redundant settings in contributed modules which draw calendars (event). The whole archive configuration page is removed because that was the only widget on it. The options were reduced from all 7 days to only Mon and Sun.
