You want something like this...?

  [x] Allow users to add terms

  [x] Show user-added terms

      () All users (x) Current user only

We would need to start tracking the uid per term,
add new radios to the vocabulary form, and add
some code for filtering form options by uid.

It's doable, but I don't think soon.
