I'm trying to figure out if this can be modified so in the features of a product, the exact date/time can can be set for allowed access start and end.

We have the exact end time, just not the exact start time. Makes good sense to have the exact start time as an option, I can think of a lot of common cases where that would be used. I'll look at adding it in, did you ever look into making the changes yourself? Any code you have would help in creating a patch.
