looks like it's working now.

This is not as simple as I'd like, though. To forward an email other than the project owner's email, set the Project Email address to something unique like drupal@example.com, and use your personal email reader to forward these emails to the secondary email address.

It would be nice to have project.module offer an option to send issues somewhere other than the project owner's email addres.
