_openid_get_math_library() should not use drupal_static()

At the moment it's probably slower than the if statement + function_exists(), even if it's not, a function is not going to disappear and change the output of this under any circumstances.

This can be called over 1,000 times during OpenID logins, drupal_static() there takes about 20ms (in webgrind).
