After updating to the wysiwyg 2.3 version the insert date and insert time no longer work with TinyMCE.

I'm using TinyMCE 3.3.9.3 I've tested with Firefox and IE.

They never did, but this has already been fixed in -dev snapshots and will be part of the next releases. See #1048556: TinyMCE Insert Date button does not work + fix.
