It would be logical for the coding standards page to mention this at the end.

There's a coding standards group http://groups.drupal.org/coding-standards-and-best-practices I think that'd be the right place to start a more general discussion, and if you want to make something more official you might open an issue.

I'd say adding a link to that group to the page would be appropriate.
