Not sure if this is a Google Maps location issue or a Panels one, but there doesn't seem to be any way to insert a Google Map in a Panels region because the map is not content and hence has no node id. Of course the block can be inserted, but that's often not desirable. This feature would be desirable in the Location Map module for Drupal 7 as well if it's not already there.

This feature will not be added to gmaplocation module. If you need this functionality, see GMap module which I presume would support it.

It is possible that this will be added to a future version of Location Map module, but that's a different issue queue.
