When I create a webform and try to add a "file" component to it, it give me the following error:

Fatal error: Allowed memory size of 41943040 bytes exhausted (tried to allocate 136200897 bytes) in /var/www/newdrupal/includes/common.inc on line 510

This is when I am on the "Add new component (file)" page where it asks you for the file extensions..etc. Right when I hit "Done" I get that error. I normally do not need to revert to posting these unless there really is some sort of bug. This is a fresh install of Drupal 4.7.5. No other modules except the webform module. I have allowed 40M for scripts to run on my Apache, but I don't see why I need 140M (which is the error I am getting). I even set the server memory to 160M and when I tried it again, it just went to a blank page and never did anything else. So I set the memory back to 40M. I also did "chown -R www-data.www-data /var/www/newdrupal" so I know it is not a permission issue. Any ideas or suggestions? This is really getting to me. Thanks.
