Building Online Petitions for NGO´s that emails directely to the Congress (as in savetheinternet.org)

Hello there!

I´ve been visiting the SaveTheInternet site.
Despite it´s a wondeful site with usability in mind and everything, I loved its way to allow people to send letters directely to the Congress using their site.
I´ve tried the Petition module unsuccessfully.
And I´ve tried the Webform module, wich could be good, but as it´s not meant to that use, it´s kinda hard to get the job done with it, I mean, I could add the representatives emails in it, sending them a copy of the form, but it looks like a "form", and it doesn´t look good.

I need to build a site pretty similar (in structure, not in content), to savetheinternet.
I´ve tried the Demo of civicCRM, but that module it´s focused in how to contribute economically to the cause, but I don´t feel I could use it to get petitions sing and sent by people... Maybe I didn´t get how does it work...

I would appreciate any help from you, any tip, anything.... :-)
