This is the very first time I have tested a patch.
For me this patch can only be applied when I run it from inside the ./modules directory, not from DRUPALROOT.

I installed D7.x-dev and then applied the patch but the help text does not seem to be changed.

This is already fixed in \Drupal\file\Plugin\field\field_type\FileItem.
