Improve outline overview page

Ok, after some more hacking, the basic navigation elements seem to work again.

One thought- grab the code from here: http://drupal.org/node/75942#comment-140686

and the relevant CSS, and then make the ?q=outline page look (by default) like the Drupal.org Handbook page.
