Add option to allow base themes to be excluded from CSS optimization

I was just working on a site that had multiple levels of base themes. And the CSS bug I was working on (that only manifested itself in IE) was in one of the base theme's CSS files. Since the module currently just excludes the active theme (and not its base theme) CSS files, that meant the module was useless to help me debug this IE problem. :-p
