I first configured 'Points for actions (requires the Actions module):' at .../admin/settings/userpoints to 2 so that if the node is promoted by voting_actions, then the author can get 2 points.

Then I modified this value to 1000 so that the author get much more points but I found that the author were still getting only 2 not 1000.

I fresh installed all the necessary modules yesterday.

Definitely a bug and one that I have fixed in HEAD but forgotten to backport, sorry about that.

Have committed the fix to 4.7 now. Thanks for the report.

I don't know if I can close this report but I tested the 4.7 branch and found that it is fixed. So I am closing this bug report.
