An initial version is in place: http://drupal.org/node/1080220. It needs review, and could probably do with more deep linking into the Handbook on the community site.

Most of this was copy/pasted from here and here, with some editing to better fit the d.o Online documentation style guide. So thanks to anarcat, mig5, omega8cc and eft (and probably others) for their contributions to the originals.
