My user 2 has 'administer users' rights.
For this user it is not possible to view the user settings of user 1: --> 2 descriptive lines are displayed:
"Access denied
You are not authorized to access this page."

If he/she replaces 'user/2/edit' by 'user/1/edit' everything can be changed in this account. After 'submit' the following 3 lines appear:
"Access denied
The changes have been saved.
You are not authorized to access this page."

And indeed, the changes have been saved.

Very strange indeed ! Not what I expected.
