I've scanned through the permissions page and haven't been able to figure out which setting grants access to control the blocks on the homepage.

I've been able to set it up so they can access Structure/Blocks and be able to move and activate/deactive blocks on the website, but they do not have permission to create new blocks.

Anyone know which setting does this?

BTW, I do have the "administer blocks" permission (the only item under the "Blocks" heading) clicked for the roles.

If a role has permission to see admin/structure/block, they should be able to see the "Add a block" link on that page as well. It might not be a permissions problem. Maybe it has to do with the theme.

Thanks, Carolyn. I'm using the Samara theme. When I have time tonight, I'll switch through a few different themes and see if the problem persists.
