Problem with select list when the submit wraps and contextual links are on

This is funky issue - I found it after installing the Switchtheme module, the sidebar is narrow and the submit input wraps below the select list, when this happens the select list cannot be activated (does not drop down), you can highlight it but it won't trigger. This is in Firefox3.6.13, I haven't tested on any other browser.

I'll debug this soon.
