i put a block in the content section, but every time a new story, poll or anything else is created i gets bumped down. i already adjusted the weight of the block to -10 and no luck.

to do what you are asking
to do what you are asking you have to create a new region to hold the block. This will that stay above standard content that is published to the front page. see http://www.nicklewis.org/node/846 there is also more information about this in the handbooks. without a region in place to hold the block it will continue to get pushed down. the region is what traps it.

By the time you are finished with that tutorial you should have a firm grasp of how regions work. I don't know how much "easier" it can become. Drupal 5 doesnt not change this method. from my quick inspection of Drupal 5 RC1

Drupal needs to change it by version 7 or 8 (not going to happen in version 6, mark my words). Once drupalers get used to a markup free world, however (all html are elements like the formapi), we'll start to see drag and drop, ajaxy theme editors that put a lot of behind the times "I can code HTML" people out of work.
That's not a bad thing, imho... no more than letting the masses write and read text was a bad thing...
