Restore Textarea Position Cursor

menu_bar invokes a nasty Firefox CSS glitch which causes the position cursor to disappear in any textarea or field. Changing the 'fixed' position to 'static' corrects the problem and makes menu_bar act the same in IE and FF (since IE doesn't support fixed correctly anyway). Patch attached.
