Need module to list referrals and payment

Good Morning,

I need a module that does the following please:

User A submits node > Node is sent into moderation queue > If node is accepted then User A is credited xx amount of dollars ( or cents ). If User A refers User B and User B joins the site then User A gets a percentage of dollars or cents for each node that User B submits and passes moderation.

Basically I am paying users to submit content to my site, if I approve their submission I pay them money. If they refer somebody and that person starts making submissions then the referrer gets paid money each time the referred person gets paid.

Additional notes:
I am making payments through paypal but an internal way to keep records of payments on my site would be nice.

I tried using user points but was unable to get things working so I guess a custom module is needed.

My starting budget is $200.00 but that amount is flexible as always. I love what drupal has allowed me to do thank you for everything.
