Access control: nobody but user=1 can see Adminster dashboard

Description
Have tried all sorts of toggling but what seems most intuitive ("access administration pages" ticked for desired role) does not succeed. No matter what's ticked, users other than superadmin get access denied error. Using 4.7.4 with no access control contrib modules installed. Anyone else experience this?
