I have created a taxonomy called categories which all may pages are then tagged with, it I go the category page (/category/tags/tools) not all my blocks appear, but if I go to a standard node page they all appear.

Is there something specific in the display for taxonomy which appears to be similar to the front page that stops certain blocks appearing?
