Item prices don't update if erp_tax is disabled.

Setup basic ERP site, where I will not need to use tax, so I disabled and found that I could not update items prices. Just by disabling the module, I found that RRP and SELLING were set a zero. Then if I editted the item prices, it would set all to zero and I can not save new prices. Enable the module and I can update prices.

I have created a patch, that checks if the erp_tax module is enabled and works correctly. Have only done capture tests, should still test imports.

Done some more updates and I think I cleaned up the basic patch.
