As refer to http://drupal.org/update/themes/6/7#highlighted-region, the "highlighted" region should be implement as below:

regions[highlighted] = Highlighted

and

<?php print render($page['highlighted']); ?>

Should we follow the identical coding style as final Drupal 7 release?

Well, nuts. I copied that from core. But it must have been changed sometime after implemented it.
