I have reported an issue I discovered while using import_html at:

because I believe it to be most likely a bug in Drupal core and not in import_html. If it is in Drupal core there needs to be a work around for it in import_html until it is fixed in Drupal core. In the unlikely event it is a bug in import_html it needs to be fixed there of course.

This problem with Batch and Clean URLs happens only when there are a large number of files to be imported.

I have had the same problem with Civicrm. As a result it became apparent to me that when Clean URLs is enabled it is normal and expected that question mark characters changed to ampersands. I was mistaken to report this.
