I'm sorry... I can't seem to figure this out. How do you access the role sign up settings? Shouldn't it be in my settings menu?

Look under admin > access control. There is a section there for what roles are allowed to be used. I think this should be changed at some point, but for now the access control system does a really good job, without any extra tables needed.

The location of the settings is documented in the README.txt but I think it would be helpful to also document it on the project page: http://drupal.org/project/rolesignup

I suggest something like:

"Installation of this module will prevent user registration until you configure the settings in the "Access control" page at http://www.example.com/?q=admin/access"

Good point, I've just created an issue at http://drupal.org/node/109492 about documentation.
